What "AGI" Means to Each Company — And Why It Matters

Every major AI company says it's building toward AGI. None of them agree on what that means. This isn't a philosophical quirk — it's a strategic choice. The way each company defines AGI determines when they can claim they've achieved it, how they structure their contracts, how they raise money, and how they justify their roadmap to investors and regulators. If you want to understand why these companies make the product decisions they make, you need to understand the definition they're optimizing for. The goalposts aren't just different — they're load-bearing.

OpenAI: AGI as a Contract Trigger

OpenAI's AGI definition is the most consequential in the industry because it's tied to real money. Under OpenAI's partnership agreement with Microsoft, the achievement of AGI triggers a structural change — Microsoft's access to OpenAI's technology is limited once AGI is declared. The specific contractual terms have been reported differently by various outlets, but the core mechanism is clear: AGI isn't just a milestone for OpenAI, it's a legal event with billions of dollars on the line.

This creates a genuinely strange incentive structure. OpenAI has financial reasons to both claim progress toward AGI (it justifies valuations and fundraising) and delay declaring it achieved (it preserves the Microsoft partnership that provides compute and distribution). Sam Altman has navigated this tension by keeping the definition vague in public while being more specific in private. In public interviews through 2025 and into 2026, Altman has described AGI in terms like "a system that can do the work of a median knowledge worker" or "a system that can add significant economic value." These definitions are deliberately squishy — they can be claimed or deferred depending on what's strategically useful.

OpenAI's transition from a capped-profit company to a more conventional corporate structure in 2024-2025 further complicates the picture. The restructuring changed the financial mechanics around AGI achievement, and the details of the new arrangement are less transparent than the original. What hasn't changed is the fundamental dynamic: OpenAI's definition of AGI is entangled with its business structure in a way that no other company's is. When OpenAI talks about AGI, you're hearing a legal and financial argument as much as a technical one.

In practice, OpenAI's product decisions reflect a definition of AGI that's closer to "broad economic utility" than "human-level intelligence." The o-series reasoning models, GPT-4o's multimodal capabilities, the push into agent frameworks — these are moves toward systems that can perform economically valuable work across domains. That's a valid technical direction. It's also the direction that makes AGI easiest to claim incrementally — "our systems now contribute X billion dollars in economic value" is a more manageable goalpost than "our systems can think like a human."

Anthropic: AGI as an Existential Risk Horizon

Anthropic's relationship with AGI is defined by the company's origin story. Founded by former OpenAI researchers who left partly over safety disagreements, Anthropic frames AGI not as a product goal but as a risk threshold. The company's stated mission is to build AI systems that are "safe, beneficial, and understandable." In Anthropic's framing, AGI is something you approach carefully, with guardrails, not something you race toward.

This framing shapes everything about how Anthropic operates. The constitutional AI approach — where the model is trained against a set of principles rather than pure human feedback — is a safety technique designed for a world where models get increasingly powerful. The Responsible Scaling Policy defines capability thresholds (ASL levels) that trigger additional safety requirements as models become more capable. Anthropic essentially built a regulatory framework for itself before regulators made them do it.

Dario Amodei's public statements treat AGI as something that's approaching on a timeline of years, not decades, and that requires institutional preparation more than celebration. His October 2024 essay "Machines of Loving Grace" laid out a vision of what powerful AI could accomplish — disease cures, poverty reduction, scientific acceleration — while framing the path there as requiring careful stewardship. The word "AGI" appears less frequently in Anthropic's communications than in OpenAI's. The concept of "powerful AI systems" is preferred, partly because it's less culturally loaded and partly because it avoids a binary framing — there's no single threshold where "not AGI" becomes "AGI," just a continuous increase in capability that requires continuous scaling of safety measures.

For users, Anthropic's framing translates into product decisions that prioritize reliability over maximum capability. Claude's content policies are more conservative than GPT's in some areas. The model's tendency to hedge and express uncertainty — sometimes to an annoying degree — reflects a design philosophy that would rather be cautious than confidently wrong. Whether you view this as responsible engineering or excessive caution depends on your own risk assessment. But it's not an accident — it's the AGI definition expressing itself through the product.

Google DeepMind: AGI as a Taxonomy

Google DeepMind published a paper in November 2023 titled "Levels of AGI" that attempted to do what nobody else had — create a formal framework for measuring progress toward AGI. The paper defined six levels: No AI, Emerging, Competent, Expert, Virtuoso, and Superhuman (labeled ASI). Each level was further divided into "Narrow" and "General" dimensions. Under this framework, current frontier models are roughly "Emerging AGI" — they perform at or above human median on some tasks but not consistently across all domains.

The framework is genuinely useful as an analytical tool. It moves the conversation from "have we achieved AGI or not" to "what level of capability are we at, and in which domains." It acknowledges that progress is uneven — a model can be Expert-level at coding while being merely Competent at creative writing and Emerging at physical reasoning. This granularity is more honest than a binary yes/no threshold.

But the framework also serves Google's strategic interests. Google's AI research pipeline — from DeepMind's foundational work on AlphaFold, AlphaGo, and Gemini to the broader Google AI research organization — produces capabilities across an unusually wide range of domains. A framework that rewards breadth of capability across many domains (rather than depth in a few) plays to Google's strengths. OpenAI's models might be deeper in certain areas, but Google can argue that the Gemini ecosystem covers more domains at Competent-or-better levels than any competitor.

Google's product strategy reflects this taxonomic approach. Gemini is embedded across Google's entire product surface — Search, Workspace, Cloud, Android, Photos, Maps. The vision isn't one superintelligent chatbot but pervasive AI capability across everything Google touches. If AGI is defined as "AI that's generally useful across most cognitive tasks," Google's distribution through its product ecosystem is the closest thing to a claim. No one else has AI touching as many surfaces for as many users.

The risk for users in Google's framing is that "broadly useful" can mask "not great at any one thing." Gemini in early 2026 is genuinely good across many tasks — but for coding specifically, Claude Code is better; for creative writing, Claude or GPT-4o often edge it out; for image understanding, the models are roughly at parity. Google's AGI definition optimizes for coverage over depth, and the product reflects that tradeoff.

Meta: AGI as Open Infrastructure

Mark Zuckerberg's AGI rhetoric is the most unusual of the major players. In early 2024, he declared that Meta was pursuing AGI — and that it would be open-sourced. This was a strategic provocation disguised as a technical statement. By defining AGI as something that should be open infrastructure, Zuckerberg was making an argument about market structure, not just technology.

Meta's strategy with Llama — releasing increasingly capable open-weight models — serves its business interests regardless of whether AGI is achieved. Open models that run on Meta's infrastructure (or anyone's infrastructure) prevent OpenAI and Google from establishing monopoly pricing on AI capabilities. Meta doesn't need to sell AI directly — it needs AI to be cheap and abundant so that the services built on top of Meta's social platforms can use it freely. Keeping AI expensive and proprietary benefits OpenAI. Making it cheap and open benefits Meta.

Zuckerberg's AGI definition appears to be functional rather than technical — AGI as "AI that's capable enough to build the next generation of social products, AR/VR experiences, and digital commerce tools that Meta needs." This is refreshingly pragmatic compared to the more abstract definitions from other companies. It also means that Meta's threshold for "AGI" is likely lower and more specific than OpenAI's or Anthropic's. If Llama models get good enough to power convincing AI characters in the metaverse, manage complex ad targeting, and generate content for Meta's platforms — that might be "AGI" by Meta's working definition, even if the models can't prove mathematical theorems or pass every academic benchmark.

The open-source commitment adds credibility to Meta's positioning but comes with fine print. Llama models are open-weight, not fully open-source — the training data, training process, and RLHF details are not published. The license restricts certain commercial uses above revenue thresholds. And Meta's commitment to openness is ultimately a business decision, not a philosophical one — if the calculus changed (say, if an open model posed genuine competitive risk to Meta's core business), the commitment could change too. The "AGI by 2027" Claims

A cluster of prominent figures — including Dario Amodei, Sam Altman (more obliquely), and various AI researchers — have suggested that AGI, in some form, could arrive by 2027. These claims vary significantly in what they actually predict, and collapsing them into a single "AGI by 2027" headline does a disservice to the nuance.

Amodei's version is closest to "AI systems that can perform the work of a highly skilled professional in most cognitive domains." This is a high bar that would require substantial advances in reliability, reasoning, and domain expertise beyond where current models sit. He frames it as possible, not certain, and conditions it on continued investment and the absence of unexpected technical barriers.

Altman's version is more commercially oriented — AGI as "systems that generate transformative economic value." By this definition, you could argue we're already partway there. Frontier models already contribute meaningfully to software development, content creation, and analysis. The question is whether "transformative" means "incrementally useful" or "fundamentally restructures the economy." Altman tends to let the ambiguity work in his favor.

The skeptics' position — represented by researchers like Yann LeCun (who works at Meta but parts from Zuckerberg on AGI framing) — is that current architectures have fundamental limitations that scaling won't overcome. LeCun argues that autoregressive language models lack world models, persistent memory, and planning capabilities that would be necessary for genuine AGI. His preferred framework involves new architectures (what he calls "world models" and "objective-driven AI") that don't exist yet. Under this view, AGI by 2027 is not plausible.

The honest assessment is that nobody knows, and the range of expert opinion is wide enough to drive a truck through. What's more useful than predicting the date is understanding what each prediction means for the tools you use today. If Amodei is right, Claude gets dramatically more capable in the next 18 months. If Altman is right, GPT-based products become embedded in economic infrastructure. If LeCun is right, current tools plateau and the next leap requires fundamentally different technology. Each prediction implies a different investment strategy for the time and money you spend on AI tools.

Why the Definition Matters for Users

This isn't just philosophy. The AGI definition each company holds shapes the products they build, the features they prioritize, and the tradeoffs they accept.

OpenAI's economic-value definition drives them toward broadly capable consumer and enterprise products — ChatGPT as a universal assistant, GPTs as customizable agents, Copilot integration across Microsoft's surface. The product strategy is horizontal expansion. Anthropic's risk-threshold definition drives them toward reliability and safety — Claude's outputs are more conservative, the model's uncertainty is more visible, and the product roadmap emphasizes trustworthiness over raw capability. The product strategy is depth and reliability within each capability. Google's taxonomic definition drives them toward coverage — Gemini in every product, capability across every domain, even if no single domain is best-in-class. Meta's open-infrastructure definition drives them toward making models available and cheap — which benefits users directly through lower costs and more options.

When you're choosing which AI ecosystem to invest your time in — learning Claude's capabilities, building on OpenAI's API, adopting Google's Workspace AI — you're implicitly betting on which company's AGI definition leads to the best products. There's no objectively correct answer. But understanding the definitions helps you understand why the products feel the way they do, and where they're likely headed next.

The Honest Assessment

Current AI systems — Claude, GPT-4o, Gemini, Llama — are remarkable tools that can perform useful cognitive work across a wide range of domains. They are not AGI by any serious definition. They lack persistent memory across sessions, they don't learn from experience, they can't reliably plan multi-step tasks without human oversight, they hallucinate, and they have no internal model of the physical world. They are very good text and code generators with impressive pattern-matching abilities and useful reasoning capabilities. That's valuable. It's not AGI.

The gap between "what current models can do" and "what AGI would require" is either small (if you define AGI as economic utility — we're close) or enormous (if you define AGI as human-level general intelligence — we need breakthroughs that don't exist yet). The companies' definitions aren't neutral descriptions of reality — they're strategic positions that justify investment, set expectations, and shape the market. Read them accordingly.
